Granary has same bug.
Made a save in mission 3, ended the mission and the game went on to mission 4. Now i wanted to redo mission 3, loaded its save, landed in misison 3 -> escape -> restart -> loads into mission 4.
Restarted campaign, deleted all previous profiles to start clean. Start of mission 2 i went into menu -> save to make a mission start save, then the game continued and the already built up city from the former campaign - which was deleted - was loaded. Going into menu -> restart solved this bug.
edit: happened again in mission 4, right from the start without doing anything. I guess the problem is that i named my new campaign like my old and the old saves are still somewhere around despite being deleted and the game mixes them up.
Connected road not recognised as connected in mission three.

That's weird, I'm at mission 9 or 10 now in the campaign.
Never had the issue so far.
Still trying to pass it, but my houses are not upgrading so my population isn't growing unless I add more and more houses.
