Or is it a fixed small volume package?
I'd have small bias on the 6400 between newer architecture [longer driver support - and uses same software as the Vega 7], form factor friendliness, power efficiency
Honestly, just look at the recommended hardware (GPU etc.) and look up how your GPU stacks up against that. Google is your friend.
In your case if you're curious I'd give it a shot, go to settings, turn the graphics options to whatever medium is and give the game a shot.
If it doesn't run as smooth as you'd like turn the presets in video down to low and see how it goes.
Like I said, you've got 2 hours of use or 2 weeks of ownership to decide if you wanna keep your game whether it's this or Half Life 2 or whatever.
