The blue meter is clearly sprint. What is the yellow flashing meter?

That Yellow curve is your most holy Pikachu meter. Get it all the way to the top to evolve your most loyal companion.

During the campaign? It's your Psygate meter. Once you fill it by recovering Relics, you gain additional Psygate uses(up to +2). And you get extra XP for finding those Relics.

in SP if you open one of the terminals dotted about the level not only do they give you a save game point to reload the level if things go south but they also afford some extra XP to get another psygate
In MP Codex off only they level up your class opening previously locked weapons and when you get to level 7 unlock achievements for that class

Holy god, I've been playing this since before Enhanced Edition and I did not know the logs gave you a save point or XP in the campaign. Doh. Thank you.

I didn't know they gave XP either. I knew about save points, but the XP...hm.
