Yeah I feel like if anyone gets a buff, it would end up being tactical. I think putting the one person revive on a much shorter cooldown would balance him out with the chaplain.
I think its because chaplain wasnt in the game initially, and they put him in as kind of an all around buff.
Long Answer - IMO the Tac Marine needs his own flavour and some better abilities to help cement his own place on a team.
suggestions:
Overwatch - Replaces the Refractor shield - Places a totem/flag at the Tac Marines location that buffs all allies within a radius around it by boosting their damage per hit and RoF
Battlebrothers - Replace the Servo skull - summon an AI Tac Marine battle brother (with no skills) equiped with a Stormbolter and Power fist who follows you until he dies.
Alongside this give him the ability to equip a power sword and all bolter varients.
At the moment the Tac Marine just feels... well... weak in comparison to the Chaplain.
So, Tactical at level two will be able to revive much more often.
But other than that (and considering most perks get sidelined in favor of Resilient), yeah, chaplain is essentially Tac2.0.
Tactical: revive 1 fallen ally = 120 sec cooldown
Chaplain: revive ALL fallen allies = 110 sec cooldown
Tactical: reduce damage on 1 ally you can see for a short time
Chaplain: all allies AND you take ZERO damage for a short time
Tactical: Skull drone, HUGE cooldown, can be modified to also fire rockets, dies very easily
Chaplain: enemies take a percentage of the damage back that they deal to you and your team
Weapons are the same, it's really down to the last ability and if you think it's worth it. Other than that the Chaplain is just straight up a much better class IMO.
