Where do i put the file it says Drop the .dat file into "/path to your steam saves/816020/remote/" but i have no clue what that means

This... I see people asking about things like this a lot... Why? Thats so boring... If you unlock all the achievements then once you beat the game, YOUR DONE! Aside from pvp I suppose... But if your like me and want to DELETE your achievements and start over again to have more things to do and enjoy playing your game again. There is an app you can find, that also does what you want... Google is your friend.

Also, when searching for said app, I actually contacted steam support asking if they would just delete my achievements, and basically was told "No, but if you find a way to do it yourself there arn't exactly rules against it..." So I assume steam don't really care about achievements as it does not effect them in anyway financially, though, thats not to say a game dev might not like you doing it to gain achievements.
