framerate just gives the ability to see things more smoothly, if you think locking fps in fighting games is for balance then you are just downright lying to yourself.
SOOOOO MANY fighting games do not have fps lock, ESPECIALLY hardlocking the fps, EXCEPT elden ring, which is also pointless.
as for the 60 and 30 fps options, thats just costumization to allow for low end pcs to play the game.
the math is simples, if a move takes 6 frames to activate in 60 fps mode it will take only 3 in 30 fps mode, cause its halfed, therefore they run at the same speed.
As for the main question. you will probably never get 144fps on this game
it could maybe support 120 which is 2x the original speed.
but i seriously doubt it, this game has been abandoned from the developers for a long time, so you are stuck with 60hz
