Rule #2 grabs are mostly either short ranged or not dynamic, meaning that dodging a grab is mostly a thing of knowing the animation and which characters abilities are grabs
Rule #3 if an attack is blockable but you were unable to block it, you would most likely also be unable to dodge
Rule #4 learn which abilities have tracking and at which range they can be or need to be dodged
(Galick Gun and SBC can be dodged at medium range shortly before they are fired, but can not be dodged in point blank range and need to be blocked)
Rule #5 High Speed dodges are 90% developing a feeling for the timing.
Generally you need to learn how to do it.
As for ultimates where they are ranged(AKA Vegeta,Goku and yugi)I think the best punish is dodge but if you mess it up you better read a prayer.If you don't know the timings I recommend just block.
