You could look at it the other way around: FPS games and RTS games can add as much gamepad support as they want, but they'll probably still control better with a keyboard+mouse combo, because the game type/genre lends itself better to KBM controls.
Also, gamepads are cheap these days. You should really invest in one if you plan on playing console-friendly games on PC. Even in the third world, cheap generic xbox 360 gamepads are less than $5. And if you want a cheap branded one that will last longer, a logitech f310 is around $20.
