Overall I'm pretty happy with the picks.

I predicted team 7 (Kakashi, Naruto, Sasuke and Sakura) + Madara and Gaara. But out of my prediction I only got 2 wrong.

That said their picks are good and make sense, here's why:

Kaguya over Madara makes sense because she's the true final boss and she's female. They killed two birds with one stone with that move. Also people need to get over this is not J-Stars Victory VS but Jump Force, having different characters is part of having different experience with the games, so it's better this way, just like we wont have Jonathan and Joseph Joestars but Jotaro and Dio instead, bank on it!

Boruto also makes sense, people claim he's not a true Naruto character, but that's the point! This is not a Naruto game, Naruto is well represented with 5 characters, Boruto is close enough a Naruto character to include as a 6th character while representing his own series. Again they killed two birds with one stone with this move.

I will say the odd choice of the bunch is Kakashi. Why Kakashi and not Gaara you ask? Gaara seemed an obvious choice to me due to his unique abilities would bring to the game, also he had some major roles in Naruto both as a villain and a hero. Kakashi on the other hand is Sasuke 2.0, shares most of the same abilities thanks to the sharingan (that's not even his), and Sasuke learned most of his abilities from him. Also without Sakura, the whole team 7 is thrown out the window, so it seems weird to pick him over more unique characters... Unless they plan on including Sakura later on to complete team 7, guess we'll have to wait and see.

nah thats not how this works if you're lucky you might get 1 more naruto character assuming they dont count boruto as naruto but it wont be an akatsuki member unless its orochimaru but it wont be an akatsuki member it will be madara or sakura...

naruto cant get any more characters, unless OP and DBZ get one more too. boruto is considered a sequel to shippuuden, so it's still part of the naruto's roster.
