PC - despite settings, game stuck at 30fps
This is my rig - https://pcpartpicker.com/user/cthon98/saved/vRkQzy
and I've played around with the settings and with Nvidia settings, and it seems locked at 30fps, even though in-game it has the option to specify 60.

In theory, based on requirements found online, I should be able to run this at high/max everything and still be doing better than 30fps, but even with a number of things stripped down it's just not happening.

I could use some tips here, if this is something folks are familiar with.

Contrast seems kind of rough, too. Like way overexposed.

Edit: Solved it! Turns out it wasn't playing nice with the Nvidia adaptive Vsync, so I changed it.

I know this comment probably isn't gonna help much, but try messing around with the game's .ini file

not every computer can handle borderless. you're an edge case. most can't handle it, and it causes dips in EVERY game.

Dips.. Well, his issue isn't fps drops. His game's stuck at a specific frame rate, not dipping, unless I misunderstood something.

I've got it in fullscreen, 1080p (even though in theory higher should be doable with what I've got), not borderless, and I've even checked the 60fps option, but it still seems to stay 30. The only time the framerate changes at all is during loading screens, when it sometimes goes below 30. It never dips during gameplay.

Glad you solved the issue, I had a feeling it had something to do with V-sync, lel
