To answer your question, you need either dry leaves obtained from palm trees (the visibly dry fronds) or fiber obtained from herb plants by harvesting them. Then place these at the bottom of the hand drill.
To get dry leaf cut down either a banana tree with dead leaves or get a birds next or just chop up palm tree leave the leaves eventualy they dry.
Also if your energy bar is too low he will run out of energy before it gets to the fire stage. Increase your energy levels to at least half full.

i quit and loaded it back up again thinking it was just a glitch with the hand drill mechanic not letting me put anything into the kindle position
then i saw dry leaves for the first time and everything worked out
The only way I found to make tinder in the main game was to Harvest molineria leaves. I had some dry leaves in my inventory but I don't know how they got there...thanks to this thread now I have an idea.

My dilemma...
When it comes to tinder I have used nests, and fibers.
The wiki says we can use dry leaves.
I have never been able to use dry leaves. Dry leaves never even show up in the tinder section of my backpack. I'll go back and try to pick and add them to my firestarter, it fruitless. Dry leaves seem useless to me.
Am I missing something here??
When you harvest banana or plamtree leaves, you get cut leaves first, and then need to wait some time before it "spoil" into dry leaves.
If you don't want to wait, you can cut any medicinal plant, and harvest the leaves to get fibers. ;)
After clearing foliage I dump the piles next to my fires so that they can spoil out in the open rather than using up space in my pack.
