It's meant to be a welcome-kick to the face for newbies. Afterwards you just get used to always building cover before even attempting a fire. I managed to sneak a leaf bed and fire under a slanted shelter my first build.

Have to agree it seems to rain just when you start a fire with no roof.
Seen it many times.
As suggested many times build a roof it can try the rain but you get the last laugh now.

As for claiming it does not start to rain when you light a fire, who's game are you playing, yours or, his? So, there's no proof in your statement that, it does not happen, in his game.

Official poster is partly right for the reason that there's no cloudy state that hints at an imminent rain. It's either sunny or cloudy in a matter of seconds. And yes, it is a pretty simplistic weather system but this ain't Rockstar Games.
