I've read this before but i haven't tried it as i thought it was a console specific thing. I might give it a go - but from when exactly do i have to start the sitting, before Sword Saint or before NG ? I may struggle for time :)
You are missing 3 Memories/Remnants for Inner Father, Inner Genchiro, and Inner Asshin, those are fought from Gauntlet of Strength, but I don't believe they are required for the achievement.
The biggest thing is that it all has to be done on ONE save file. So you have to have a single file that has all remnants/memories in their inventory. Multiple files don't work. You have to do a playthrough, then do a New Game + on that file for the rest of the bosses.
Did you save scum after the Shura ending?
Allegedly if you do a save, do the Shura ending, then save scum before it to do the other endings, then it screws it up because you haven't 'registered' killing Emma or Isshin Ashina on that save file.
You may need to do a new playthrough and do Shura ending again.
A couple notable things others have said:
It has no memory but you must kill the Great Colored Carp by feeding it the Truly Precious Bait and then pick up the Whisker. There's some debate about this point - but if you haven't done it probably should go ahead and try it. A number of people have said this was what got it to pop for them.
A few other people claim the Serpent is required as well, although it likewise has no Memory.
Great input, i did not safe scrum, but i killed a couple of bosses offline on ng, because of issues with my ISP. I've heard that this might have bugged my safe file. However i have multiple playthroughs afterwards with all boss kills.
I didnt know the inner bosses rewarded memories as well - they shouldnt be part of the achievement right as they where introduced in a later patch. I've killed carp and serpent on some of my runs, but i dunno if the carp kill only was offline.
I think i am gonna try another carp kill and make sure it is online. If that doesnt work i will try the shura run in one setting. If all fails i try a fresh ng :D

PS i dont think i've got the skill for all the inner bosses :D Genichiro seems very doable, but the others seem extremely tough.
And yes, I am one of the people that have experienced this so call bug. But the bug, as far as I know, has nothing to do with the actual achievement. It is a random bug happening between Sekiro (the software) and Steam Clent. The dev. had joined in one of the discussion in this forum back in late 2019 or early 2020. I had read the said post. The dev did try a few things as he or she suggested a few things for the originator of the post. The problem didn't go away. This was reported back to Steam. To cut a long story short. Steam Support was blaming Sekiro the software while the dev. team was blaming the Steam Client software. At the time, during that period, I had experienced Steam dropping connection on its own. There was nothing wrong with my internet connection as my wife was watching programs (on the TV) that were posted on Youtube. And my daughter was playing League of Legends at the time with her mates.
Anyway, back to the problem. I have mentioned the words "random bug" because in that original post, a few players did play Sekiro with their Steam account being offline intentionally. And when their account went online the next time, everything was updated. They got their achievements. But at the same time, there were a lot of complaints about achievements not being updated when going back online (after playing Sekiro with Steam account offline). In my case, I never played Sekiro with my Steam account being offline. And I didn't get this achievement after I defeated Isshin Sword Saint. Fortunately, I had backed up the saved game files. So, I just restored them and fight Isshin Sword Saint again. During the fight, I constantly checked the status of my Steam Account. It was online all the time. So, I got the achievement eventually, after I defeated Isshin Sword Saint. Oh dear, I digressed, again. Sorry.
Using logic, I think the best thing for you to do is to start a new game from scratch. Since you said that you enjoyed the game. I do too. As you can see, I have more than 3000 hrs in this game. By starting a new game, you do not lose this NG+7 one. So, you can always go back to it. Oh, by the way, this "random bug" was never fixed as a result of the two passing the ball to and fro.
There is another way which is to use a 3rd party software called Steam Achievement Manager. I never used it but some players who had suffered the same problem as you had, used this software to get the "missing" achievement. As I say, it is a 3rd party software. Be cautious.
Oh, by the way, since you are on NG+7, just to remind you that the max AP (Attacking Power) is 99. But by now, you probably have noticed that it is getting harder, or should I say, taking longer (or more hits) to kill the high level enemies, the bosses, the mini-bosses, the blue coated samurai, the purple stripped caped samurai, etc.. The AP really loses its purpose after your AP reached 17-24.

Yes, I got 100% achievement, i.e. all of them... but I still haven't done all the gauntlets. Everytime a new game is started, the gauntlet situation is back to square one. I achieved two easier ones. Not the third... and since I haven't done the 3rd, I never got the 4th in my game yet. Incidentally, there is no award of any kind for completing the 4th and final one. And since one has to complete it in one go (there is no save facility at all for this gauntlet), one either has to leave the computer on when going to sleep or sit there for over 10 hours (for average players, like I am), so I didn't really bother about it...
