This is how I see it but it’s just a theory
That's why Sculptor didn't become a shura. He was stopped.
So why did he become a demon of hatred?
Even though he didn't become shura, he still holds great hatred & resentment in his heart.
That's why he would carve buddha statue to focus on something else. But he himself has said to Emma that it wasn't working & eventually he would be consumed by hatred.
A wiki mentions "demon of hatred" as a vessel for hatred for someone who failed to become a shura. I don't know if this is 100% accurate.
But I consider "demon of hatred" as an incomplete transformation into a shura.
So that's why I think Sekiro transformed into an actual shura instead of an incomplete one like Sculptor since no one was strong enough to stop the transformation.
So I think Sekiro shura became a lot more stronger demon than Sculptor demon.
