Regarding mini-bosses?
with the general structure & format of the game is it ok to come back to mini-bosses once iv powered up a bit (improved stats/vitality more gourd uses more skillz & such) or will they disappear or become locked out bc i advanced to story too much?

example - headless dude in Ashina area

Yes, you can come back whenever you want, except for in the case of certain NPC questlines. I wouldn't generally recommend skipping most minibosses (save for ghosts like the Headless, you'll get some better tools for dealing with them later) since whatever is past them will likely be tougher though.

Vitality can only be improved by killing mini bosses and they getting harder and harder as you progress...

Also most of them disapearing when you reach certain point in story. So it's recommended to fight them as soon as you find any except headless... Due to divine confetti requirements.
Most sub-bosses you kill will give health upgrade stuff, and some of them will be gone after story events. So best to kill them.

Now, Headless and Shicimen warriors are terror sub-boss enemies and are best killed when you have high HP, high attack power, and divine confetti.
Also anti-terror umbrella and a malcontent will help a lot.
Terror enemies also stay forever, you can also kill them after the ending.
