You can change your outfit when certain conditions are met. One of them is finishing with Shura. See the outfit pages for the conditions.

You essentially get a new outfit after each ending. Or, y'know, by using mods.

Idk why we don’t just get new outfits all the time to use. That’s so weird of them.

It's not a priority since the game has no multiplayer features (besides messages/bloodstains).
