Items always sold out at vendors

Trying to figure out why no matter how much sen I have (currently 10,000) whenever I go to buy items from a vendor they’re always sold out?

Some items are limited inventory where others are not.

There are also side quests for certain vendors that refresh / change inventory.

I'm quite curious why you would think that the amount of money you have would affect whether an item is sold out.
