sekrio starts in 4k fullscreen borderless and i only have a quarter of my screen
my sekiro is in 4k and i only can see a quarter of the screen and even when i change the settings in the resolution settings it doesnt actually do anything

Sounds like you have DLDSR/DSR enabled and the game is defaulting to the highest resolution in the list.

The Graphics folder is just missing for me and the first fix does not help
