It's just going to be something you need more practice on... it does seem impossible to dodge the orbs at first, but it isn't.
It also seems impossible to ever close that gap and get in there and do reasonable damage, but it isn't.
Pop yourself a purple gourd to help resist the ♥♥♥♥♥♥♥♥ terror build up that will secretly kill you while you patiently beat your head against this Shugendo wielding ♥♥♥♥♥♥♥.
I dunno, I absolutely hate these guys to be honest, every time I get to another one i'm like ahhh no not this ♥♥♥♥ again... but alas, I usually beat them on my first try now...
You pretty much have to use divine confetti otherwise you won't do any damage and the fight will become a true endurance battle, if you don't have any left you can go farm some up in the top of Ashina castle, eventually you can buy the stuff but I forget what you have to do to unlock that.
Really just keep sippin on that purple gourd drink to avoid terror, pop some powder to null your mind and avoid the terror, whatever you gotta do... chase that ♥♥♥♥♥♥ around until you catch his ass, as soon as you feel him start floating either jump and get the mid-air deathblow or start crossing the arena because you know he's going the distance.
At some point, just like many other things in Sekiro, it will click with you and you will feel like this boss just isn't nearly as bad as you thought originally. It's a pretty common trend with this game, hit a roadblock, suffer... declare the impossibility of the task set before you... eventually win, reflect back on your suffering and think of how much stronger you've become of body and mind.
TLDR: Stick with it, purple drink, powder, confetti, persistence.
