Its a skill issue, and you just need to get gud.
Sekiro's combat system is so much better than other souls games. In sekiro you are the boss and your enemies can only do what you let them do. If you are aggressive enough you will lock them out of most of their moves.
Just parry and hit. So simple but so satisfying.

As for dealing with Jozu's moveset, don't bother with deflects, just guard and learn when you can get hits in. If you get guard broken you'll have time to roll out of it. You won't be able to break his posture until his health is signifcantly down. Oil + Flame vent for DoT's.

Well it's safe and works, I never liked fighting the Juzou type head on personally. He always spammed grab for me when I was in his face and that became annoying fast.
