When they cost 10 each, it's worth farming the highest-output enemies. After that, you kinda never have to worry about them again. Devise farming routes with fast time:kill ratio.
Since you're already late-game, go to the Antechamber, kill the two just beyond the idol, jump down, and kill the interior ministry dudes walking out of the castle. One should get ahead of the other, and won't notice your assassination. Use the Golden Fan prosthetic for even more Sen/to backstab these dudes in particular if they aggro on you.
Note that enemies later on will give spirit emblems on death, randomly. The chance is higher the farther you progress.
The other farming spot I recommend is the Mibu Village. Yes, the same one that you are complaining about. But I seldom farm XP and sen by killing those minions as you mentioned.
Incidentally, those ones that climb out of the ground, yes, they are annoying. Worst, killing them don't give you ANY reward at all. However, once you remember their locations (as their locations NEVER change) and to spot them, when you see a big stone among a group of flowers, then you know that there is one will pop out from under the stone once you get close enough. So, be prepared to jump back. Make sure you jump back, not just jump up. It only takes 1 hit, max 2 to kill one. Yes, there are a lot of minions here, but from my experience, it is relative "expensive" to farm by killing these minions. There are in general 4 groups or 4 areas that will give you a lot of targets. With 3 of them giving you around 20 or more targets. And if you don't want to use any spirit emblems to clear them, first of all, it will take very long and secondly, you will bound to use a fair amount of your healing stuff. The fact that it takes long time for each round suggests that going through them as a farming method is very very inefficient.
When I farm at Mibu Village Idol, I only go for the purple strip samurai plus the 5 wolves right near the Idol. But it is only efficient way to farm here is when you have attained the green spiritfalls. Using it will cost you some health but it is much less expensive than using a Green sugar (making you invisible). And if you also attain the passive combat arts where the effect will lengthen from 30 seconds to 45 seconds. Being invisible will allow you to get behind the purple striped samurai with ease. This dude is powerful and inflicts poison damage to Sekiro if fighting him normally. But if you run forward towards he is from the idol, at the edge, use the green spiritfall or one of the green sugars you have to go invisible. Jump down and crouch immediately plus sticking to the left wall, crouch and move along the left wall until you get behind him. Execute a deathblow. Killing him net you huge amount of XP and decent amount of sen. Now, you can either run back to the idol and rest so that the purple stripped Samurai will respawn. Remember, NEVER use the little sculptor idol in your inventory to go back to the idol. If you do so, the invisibility effect will disappear. So you have to be quick and run back to the Mibu Village IdoL. Here, the way I do it is to run past the idol, then use a shiriken to kill the wolve on the ledge. Then jump across. Follow the path and run up. And use 3 shurikens in total to kill the 4 remaining wolves. Yes, if you line up correctly at the wolve on the left in front of you, you can kill 2 wolves with one shuriken. Then the 3rd. Since you are still invisible, the final wolf which is on your left behind some rock, will run towards those killed wolves. Kill it with shuriken.
Then run back to the idol. By the way, if you jump down to the platform where the final wolf was hiding, you can just run forward and jump across back to the platform where the Idol is. It will take some practice. I can do 3 rounds with each green spiritfall or sugar.
Finally, the XP and sen you get from each run at this spot will increase as you progress in the story.
There are many spots to farm. But in order to reap the reward efficiently, time taken for each round, level of "danger" and the amount of XP and/or sen farmed, I will suggest these so far in relative to your position. Hope this help. Good luck.
Divine abducation insta kills monks and (Taro troopers) so demon's bell difficulty increase does not matter.
Good idea to get loot increase passives too.
Can be combined with +sen baloon.
This will give you a lot of candies and sen and you can simply buy spirit emblems.
While in late game and NG+ onwards emblem will cost 50 sen if you are good you can also farm sen in NG+.
The later the NG cycle the more sen and exp they drop eventually it can not be a problem.
Before doing anything you can buy emblems at a bonfire.
So if you die you lose less money.
