Sekiro Shadow die twice achievement not unlocked.
I've gained all the skills in Sekiro yet, in steam, Height of Technique is not unlocked. What Should I do now? Please help me.

No! For the achievement, Sakura Dance is NOT required.

Confirmed - it was added as a free update, and so the achievements reflect base-game information
