In phase 2, you'll probably need to stop and watch his new attacks carefully, as there are tricks to each. He'll continue doing a slam from the sky, but can now create a ring of fire to trap you. Getting some staggers in from hitting him enough times will be useful for interrupting a deadly combination of these kinds of attacks, and for that, using Mortal Draw is recommended.
There is a specific prosthetic tool which can be used a couple of times in the fight to cause a "dazing" effect on him, and if you stack up Yashiriku with Divine Confetti and R1 the crap out of him, you'll nearly trivialize phase 1, as you'll be building a stagger up on top of this. Just don't get too greedy and be patient; he has a ton of health and you must perfect your offensive flow as well as learning where to be and how to move.
tl;dr Attack as often as you can find openings for; you need to be worried about five of his attacks more than the rest: Long arm slam+AOE, sky slam, cluster fireballs, flaming charge attack, and the arm whirlwind+ring of fire. Start deflecting after causing 25% vitality damage, but evade and strike until then.
Isshin second phase was much harder for me. It's easy to identify mistakes in demon fight and he was much more predictable.
I got realy lucky in 3rd phase cuz he only did his spinny move once.
