Washed out colours when HDR is on Alt-Tabbing doesn't work.

Hello, I used to have HDR working the way it should work but I think since I have updated Windows It doesn't work anymore since everything is super washed out when HDR is on. Alt-tabbing to desktop and back doesn't help at all nor does turning off and on the Windows HDR settings. Please help me out if you have the time. Thanks.

MY SETUP:
Nvidia RTX 2080 laptop connected with an Ultra High Speed HDMI to an LG CX OLED TV.


TV SETTINGS:
Mode= HDR Game mode
HDMI Ultra HD Deep Colour= on


NVIDIA CONTROL PANEL SETTINGS
Display>Change Resolution>Resolution=
4k x 2k 3840x2160 (native)

Display>Change Resolution>3.Apply the following settings=Use dedault color settings


WINDOWS DISPLAY SETTINGS:
Multiple Displays setting set to "Show only on 2" (Which is the LG TV)

-Windows HD Color settings:

In grey text:
Stream HDR videos Yes
Use HDR Yes
Use WCG Apps Yes

Settings I could adjust in Windows HD Color settings:
Use HDR=ON
Stream HDR Video=ON

HDR/SDR Brightness Balance=Set all the way to the right end.


WINDOWS SPECIFICATIONS:
Edition: Windows 10 Home
Version: 2004 (recently updated to this, might have broken HDR in Sekiro)
OS build: 19041.388
Experience: Windows Feature Experience Pack 120.2202.130.0

Full Screen
HDR on with default HDR settings.
Resolution 4k x 2k 3840x2160

yeah 2004 windows build is broken - i had to go back for multiple reasons

Thanks for the reply. Could you specify exactly what problems 2004 has? I know you don't have a magic ball, but could you perhaps estimate when a new Windows update comes along? I'm contemplating if I should roll back or wait for the next update.
