Are gauntlet of strengths harder on NG+?
is it easier to do the gauntlets before you start a NG+?

No, NG+ cycles have no effect on Gauntlets or Reflections.

Save File's Attack Power (AP) doesn't affect the Gauntlets or Reflections. I have a save file with 1 AP that deals regular damage in Gauntlets & Reflection.
Difficulty modifiers (charmless, Bell Demon) affect them though.
