Locked to 60FPS - Screen Tear

Is there a reason this game is locked to 60FPS? I get major screen tear issues because of this and makes a poor gaming experience. I tried the unlock tool and it unlocks the FPS, but it still locks the monitor to 60hz, which the screen tear issues still exist.

I have an Nvidia GPU so if you have one as well then try the following. In the Nvidia Control Panel change:

1. Monitor technology to fixed refresh from Gsync Compatible
   
2. Max framerate to 120 (even though my monitor is 240) note: fps will stay at 60.
   
3. Vertical Sync to on

FYI, I play on 1440p in full screen. This stopped my screen tearing. Hope this helps!

I might be a little late but turning off full screen optimization fixed it for me.

Changing the vsync to "fast" in the nvidia beta app fixed it for me
