Can't get Tengu to leave his first location

Tengu seems to be stuck at the Castle Gate area.

I killed the assassins and he now he just says "About the ways of the Ashina blade..."

I beat Genichiro Ashina, and got as far as beating the Corrupted Monk phantom. Is there something special I have to do?

He should show up at the Great Serpent Shrine. Have you checked there?

I can't find him there. Should he be inside the building itself? I've checked inside, outside, across the canyon. Nothing.

While there, he asks about mastering a set of skills. You may need to first learn all the skills in a style (or maybe it's just the final, special move skill) before he shows up? I always thought it was just triggered after the rooftop battle you did though.

You still get the final skill tree if you just talk to Isshin after getting the last skill in any tree so it doesn't really matter if Tengu won't move

[The Project]

1. Go to Ashina outskirts watchtower and talk to him.
2. Do Rat Quest.
3. Meet Kuro the first time.
4. Remember that Isshin = Tengu. You need to ask him about the mortal blade.
5. He should be at the Great Serpent Shrine until you claim your text from him or activate the last phase of Ashina Castle which would replace him with a mini boss.

No.. he shows up there anyway.

To get him to move to the Great Serpent Shrine, you need to speak with Isshin Ashina about the location of the Mortal Blade, after the fight with Genichiro.
