Why does my game take 3-4 minutes to start up
i7 8700K
RTX 2080
16 GB RAM
SSD

game launches and goes to black screen for 3-4 mins

I tried the appdata fix changing resolutions.
verified integrity of cache
reinstalling the game

heard plugging your monitor in and out could fix this but no luck so far

the game starts it just takes forever for it to launch

That's certainly strange. With this you should post on the Steam Hardware/OS discussion board, you'll get better tech help. My first guess is to look at what other programs are reading/writing to your hard drive, and if your hard drive speeds are being crippled somehow, maybe a driver issue or something.

You could try Crystal Disk Mark benchmark and see if your SSD is running at the speeds you would expect, also using windows built in performance tab (in task manager) or resource monitor watch hard drive activity while loading the game.

I know for a fact that something is wrong with the HDR settings in this game. The game starts with HDR activated, but if's jacked up.

My game always starts off with washed out colors and then when it says "Press Any Button," it will adapt to the settings I have set for it.

So, I think you may be facing an issue with HDR.

I have no issues with other games or software, It's a fairly new SSD as well (Bought in October 2018) I strongly believe the game is at fault since I've read so many seem to have this "Black screen" issue. Some managed to fix it trough editing a txt file in AppData/Sekiro folder and so on and for some others like me it did not work. However I will keep look into the problem, if nothing else seem to work I will do a test of my SSD.

My HDR is set to OFF by default (At least after I manage to launch to the main menu) . There is no way for me to change it the setting since its grayed out
