Can i get firecracker after divine dragon, or do i need to go onto new game/ new game +?

Check if the memorial mob is in the Ashina Outskirts, if not you might need to start new game +

He'll still be there. I just visited him a couple of hours ago before checking in on the friendly neighbourhood demon of love.

Yep, you can still get it from either the mob in Ashina outskirts or the one past the Demon of Hate arena.
