Apparently the people who care less than you about the points you made have more influence over the ratings, maybe there are more of them?
None of the points you made actually invalidates the ratings of this game. So in conclusion you have not shown the game to be overrated, you just told us why you personally did not like it.

Not only does game offer replayability in terms of different endings, leveling skills, finding new secrets, upgrading prostetics, playing charmless, doing the opposite quest lines but you fail to mention it's clean and setisfying combat, level and game design and instead ♥♥♥♥ on the things majority of player couldnt care less.
I suppouse u mostly play cod and fifa in your spear time and call games like witcher and rdr2 boring cuz it has great characters and story instead of cosmetics and team deathmatch. Lol. I feel sorry for you.
however even 120 hours is great for a single player 60$ game, so i can't really complain
It is overrated for me in the sense that there is no point in ever playing this game again once i have finished it, nothing i can do different just the same boss fights in the same order with slightly more hp.. Sure you can argue gauntlets but those were gimmicky things that were only recently added.
