Bad fps
So I got this game on Christmas and it's been running really bad on a decently high end computer and someone I know has the same issue we both have the same card it's a AMD Radeon Rx 5600 xt

Tried almost every fix under the sun so far and none of it has worked.

Are drivers and everything up to date? Have not run through that issue tbh and I have spent decent amount of hours in the game.

cpu: i5 3570k oc'd
gpu: gtx 1070
memory: 8gbs
monitor: 60hz 1080p monitor
sound system: bx8 d3 live monitors

with these specs I get nearly flawless 60fps with all maxed. It only drops a tiny bit when turning your camera fast in big new open area for first time but there's only two to four instance in game where that happens. During fights and platforming around, all the time really, it stays at at 60fps with maxed graphics. To me game seems to be decently optimized.
Both graphics are okay and it runs okay for me. However some people complained that after the 1.05 or 1.06 update they saw a performance loss. Also, try playing offline maybe that will help a bit. There's also some kind of stutter issue for some people who use controller apperently.
So idk. My pc is okay I guess and game runs well i suppouse but I did read some people having issues. Not entierly sure if it's bad optimization but maybe some kind of error with update or game itself for certain pc users who have such and such pc's or just got unlucky and someone screwed by update.
Did you try re-installing it maybe and using new drivers?

You aren't alone. I got this game on Christmas too and the weird thing is it ran perfectly fine for me then. Now it will be running at 60fps then drop to 12-0 fps out of nowhere. All my other games run perfectly fine, its only been sekiro acting like this lately.

You will have to do this priority change everytime you launch the game but i'm pretty sure there is a way to set high priority as default for selected programs, I can't remember how you do this though.
Entering -high into the advanced launch options through steam might be what you're looking for.
