The network setting within Sekiro, i.e. Options then Network, you don't need to worry about. Sekiro has no online coop or anything like that. The network setting is only to do with those purplish blue blobs that you see everywhere on the floor in your game. These blobs are actually the "memories" of other players. Or put it in simple words, each blob is a holding place for a short video that was made by other player. The intention was to show you what to do if you are stuck. Unfortunately, these feature was not explained clearly at all when it was released as part of the final update a few years back. Tons of players just clicked on it and ran around like headless chicken because they did not know what it was for. I myself included. So, as a result, majority of these blobs are meaningless video recordings. Now as you know, video recording needed to be stored in order for them to be called up and watched. This requires some sort of storage. And this is what this Network setting is for. What the message meant was that such server cannot be connected, either there is a fault with that server, most likely running out of space, or it is switched off. It has nothing to do with your progress in the game. I would actually suggest you to turn it off if you mind the error message. I have mine off for years now.
Tbh I'm convinced it was only newer players that were confused on it's function. Those circle-runner and teabagger remnants are literally the visual equivalent of the "Tongue but hole" messages scattered around Dark Souls 2 hahaha. I don't use it in this game, but in Elden Ring I have about 10 messages saying "If only I had a magic, but hole!"
Edit: While I generally also try to help in a genuine manner, sometimes I can't help myself. Plus if someone having a s***ty day gets a laugh out of it, then that's a good thing.
