Can you progress on the Kotaro quest using Divine Abduction when he is sick with dragonrot?

Nope, character with dragonrot cannot be used to progress quests until you heal them

I think you cannot abduct him without asking his permission in the first place, hence he cannot give you said permission if he has dragonrot. You can try but I dont think he will be abducted
