That said, 17 is a lot. I just use one when I need to continue an NPC quest and I can't because they're sick. I've never gone hunting for them and never run out.
I only used three drops in my playthrough.
I'm not saying that in an elitist kind of way, I'm saying it in a "they give you way more than you will ever need and then some" way
Now it's off to die again!
1: You want to do a sidequest with a character that currently has dragonrot. Note that a lot of characters that can get dragonrot don’t even have sidequests, such as merchants who lose no functionality as they still let you buy and sell stuff.
2: After just defeating a boss or mini-boss, if many characters have dragonrot and your chances of receiving Unseen Aid have become near-nonexistent.
Use them sparingly and mindfully, and you should have no worry of running out of dragon’s blood droplets.
