How to get lapis lazuli on NG+?

I got the 4 bits of the material during the first playthourgh but i understand that you have to spend 7 scales on the pot noble at Hirata state. The thing is that the pot noble doesnt have enough items so i can spend 7 scales because i bought most of his stuff the first time i played the game. So is there a way to get more lapis lazuli without killing the Demon of hatred?

he doesnt because he has it only if you give hes bait for carp and he became carp
besides there are 2 for demon of hatred and 1 for third sichiment warior

I dont want to kill demon of hatred. I will get the one from the sichimen warrior but i want the ones from the pot noble but i dont know if im going to be able to kill the great carp since i cant spend 7 scales on the pot noble

You dont have to spend 7 scales, just buy everything form him and he will give you the truly preachous bait to kill the great carp

that is completly wrong you have to :
spend atleast 7 scales
and get to fountainhead palace then talk him him and he will give you bait , if you already bough things like spiral passage i think it is counts in ng+ as you spended 5 scales already
