And if he talked with Kuro then he definietly did kill Genichiro. TBH I've no clue what you could do. I had a simillar issue with another NPC who just refused to move even tho I did supposedly meet his requirements. I also suggest you check for him at the "Great Serpent Shrine" Idol, I've never seen him there but a character said Isshin fought some shinobi there, maybe it's worth checking out.
Nope, the bell won't appear on the table until I speak to Isshin, apparently. I've had to spoil a lot of the game to be able to progress sigh... Bad design IMO. Multiple endings is cool but this is just beyond convoluted.
Yes, you need to finish this dialogue before Kuro tells you to go find Isshin. Take the hints from the game before you go and look up a guide if you don't want to spoil yourself. Choose the only option you CAN choose or be stuck making no choice.
If you are at this point, then you lied when you said you exhausted all dialogue with Kuro. You ended the dialogue rather than choose the only option you had.
1) Killed Genichiro
2) Spoke with Isshin about the Mortal Blade
Unless you do this, the bell wont appear on the table and the Temple will be a dead end, like it was for me.
