FPS drops on AMD card
My rig:
intel 4770K
RX480
12G DDR3
SSD
19.1.1/19.3.3 both tested
One monitor

Setting:
1080p Max

The fps can drop to 40fps in certain areas. (E.g. the castle after the fire bull)
Turning down the setting doesn't help.

I checked some youtube benchmark videoes using 580 and 1060.
580 also has fps drops but 1060 looks like can maintain the 60fps.

Does any amd user have the same issue? Any solution?

Running on these specs:

Ryzen 5 1500X @ 3.6 Ghz
RX 580 8Gb
16 Gb DDR4 @ 3200 Mhz
Radeon Software 19.3.3

Get the same drops that you are describing as well, lowering settings doesnt fix. Saw Digital Foundry video on it, and the guy said that it seems to be caused by alpha effects in the environment and may need to be patched either by Fromsoft or AMD need to release optimized driver for it.

Also RX480. I have the same issues as you, in my case difference between lowest and max settings is about 3 fps,it's ridiculous. Lets hope that AMD or FromSoftare fix this soon.

even a rx590 has the same fps drops
I'm also getting bad drops with an RX 580. Be sure to report your performance problems to AMD so we can hopefully get a fix in the near future: http://amd.com/report.
I made an error and I'm still on driver 19.3.1 but am updating to 19.3.3, see if it helps I guess.

DS3 didnt have these problems, and Sekiro is pretty much the same engine I would think.

DS3 is even worse than Sekiro to be honest. I play DS3 with gtx 1060 and got 60 all the time while using rx 580 i got 40s FPS. The engine that From Software uses is not optimized for AMD at all.
Now even with Vega 64 in Sekiro i got fps drop to 50s fps in castle area, and sometimes stuttering in a lot of places.
I hate to be that guy but I used AMD gpu's for years and they always had this weird bright flashes when playing DS. Also unstable frame-rate when looking in certain directions, especially high wall of lothric. It was like the pixels were flashing bright and dark.

Got a 1070 and no problems. There's one area in the castle when I transition from inside to outside to fight genichino but I think there's a loading thing there.

sometimes drop to 40-50fps but gpu load still 50%
I have drops with a 580, however they're relatively rare and not too severe. Game is installed on a high speed SSD, and the other half of my processing power is an OC 2700, though I'm unsure whether or if any of that is actually helping to reduce the magnitude of drops.

If I can talk them into it, I'll try to get a friend to clone me the alpha candidate to see if upcoming drivers may improve the situation. But I wouldn't bet on it in the immediate future.
