Trader doesn't restock. Why?

Is it a bug? Or I have to do something? Heck, he only sold me just one pellet and there is nothing to spend money for.

They don't restock their wares, they are currently recovering from war, later on they'll start t to sell infinite consumables due to story reasons.

if your after pellets you can just farm those by killing a bunch of enemies

There are some consumables that are infinitely restocked. The guy you rescue from the castle sells them.
