That might be true, I'm only on my first run through the game, so it was there when I reached the temple.
first time i got there i could only talk to an npc and that was it. i had to do kuros questline further to get the progress done in the temple itself.
Did you talk with both Emma and Kuro repeatedly? You also have to talk to the old man Isshin, or whatever he's called
talk to kuro in his room. he'll tell u more.
