Report a translation problem
Try deleting the drivers for it and reinstall it.
Check the gamepad settings in steam then to see if it's set up correctly.
If you've changed the per game opt-in setting you'd want to go to BPM-Library page for Sekiro->Controller Options->Steam Input Per Game Setting-> Set to global.
Then restart the Sekiro - at that point you're using the game's built-in Xinput support.
If that works but does not work with Steam Input then there may be an issue with another overlay interfering with the Steam overlay's gamepad emulation. A number of users have reported that disabling the Nvidia Experience overlay has fixed their issue for them.
steam input api sometimes interferes with game's native xinput support.
@Hotaru-tan: Sekiro is likely seeing that virtual device and locking onto it as player one so the real controller won't work. From googling it looks like the source of the virtual device might be this:

if that doesn't work you can try to disable the driver via device manager. I think once you've eliminated that virtual controller Sekiro should work fine for you without Steam Input. You can also try with Steam Input and swapping the controllers so the real one is player one (at end).
For other people - if you have devices with DirectInput axes like 3D mice, Keypads w/ Joysticks, HOTAS, Steering Wheels, etc try unplugging them. You can also try hiding them via Steam Input (below).
Steam Input Troubleshooting :
When Steam Input is enabled for Generic Gamepads or the Steam Input per-game setting is set to "Forced on" for a game all the misc HID Direct Input devices will be hidden from the game by our input hooks. To enable the global settings go to BPM->Settings->Controller Settings and check "Generic Gamepad" plus whatever controller type you are using. To enable the per-game setting go to BPM->Sekiro's library page->Controller Options->Steam Input Per-Game Setting and set that to "Forced On"
If BPM is picking up multiple controllers and you're using Steam Input you can swap which controller is player one from the overlay. BPM overlay->controller options->Rearrange Controller Order and make sure your Xbox controller is controller one.
its annoying that the general feeling is that its up to the customers to fix problems relating to the game. If peoples controllers werent working for any game, this would be reasonable, but since peoples controllers work for every other game, they shouldnt need to start fiddling around with settings that could potentially cause problems in other games, or unplugging devices, just to cover up for the fact the developer and publisher refuse to acknowledge their game is at fault. This is on valves platform, you guys SHOULD be demanding a certain level of publisher responsibility for paying customers... you know, a level of quality control.
