No. It is in the upgrades (which require materials such as gunpowder and scrap iron). Maybe you don't have access to it yet.
The upgrade you are looking for is Okinaga's Flame Vent.
It is the second Flame Vent upgrade.
NOT the last.
You will have to do the followings to get there:
Get Flame Vent
Get upgrade tool.
Upgrade to Spring-Load Flame Vent.
Find Loaded Umbrella skill.
Upgrade to Loaded Umbrella - Magnet (because it is a prerequisite for the next Flame Vent upgrade)
Upgrade Flame Vent to Okinaga's Flame Vent.
Hit enemies with Okinaga's Flame Vent (R2+Hold R2) then hit the enemy with the sword right after.
Voilà!!!
Edit: you also have to have the Living Force skill from the Prosthetic Arts tree.
