Some people don't have that. In \AppData\Roaming\Sekiro, I have a folder named 76561198309549801 & the only thing in it is S0000.sl2
I created the file & it didn't work for me, but I had a different problem, a giant Activision License Agreement upon load that I can't get past. Hopefully this works for other people with the black screen though.

I have done this, didn't work. I tried other attempts at fixing the resolution but I do not think that is the issue. I got the window to open in 800 by 600 and it still crashed on me.

I have tried the following:
Updated Drivers
Changed the launch options to make the resolution smaller (800 by 600)
Change the launch options to start the game in windowed mode
Checked for DirectX updates
Checked for Window Updates
Downloaded an update to the Microsoft Redistributable
Restarted Steam multiple times
Tried Big Picture Mode
Restarted PC
Uninstalled and reinstalled game

^ None of the above has worked thus far^

Wow dude, you are many steps of frustration ahead of me. Maybe I'm just gonna grab my copy of Tenchu Z & hit myself in the head with it.
ALRIGHT....fixed. The .xml file thing worked BUT, here's the thing. Before, I was putting the xml file in the folder with the giant number in \AppData\Roaming\Sekiro.

My particular problem was a giant agreement on the sceen upon load. I was using my old Samsung TV at 720p, & it's actually 1080i. I set it to 1080 & I can barely see what I'm typing right now, which is probably why I set it to 720p. I had no idea how to adjust text size/scaling & just stuck with it since 2006 or whenever I bought it.
Changing the resolution STILL didn't fix the game, but I could scroll past the agreement. Once I started the game, a new .xml file was created in the Sekiro folder, not the giant number folder. The resolution for full screen was too large, & changing it to my screen resolution solved it.

Make sure that xml file is in the Sekiro folder, & not the 76561198309549801 folder with S0000.sl2 in it.

This folder with sl2 file is for save game files (WORTH COPY each few hours! As it sometimes corrupt...) not where games is installed...

After having the game simply crash on startup, I also came across this problem and this is the only solution that helped. The folder may also be in %appdata% if you need help finding it.
