I did a bunch of stuff, so I'm posting everything that seems necessary for it to work.
On my Samsung TV I enabled the HDMI UHD Color on the HDMI Ports I frequently use (PC and PS4). You can find it under "external device management.
After that I was able to set the "dynamic Output range" (I hope this is the correct name for it since I'm from Germany) to full in the NVIDIA control panel, under the tab change resolution.
Next could simply be my own impression so feel free to skip this step:
After that for me the white areas were too bright and the black areas too dark, so that a ton of details were barely visible. I fixed it by reducing the contrast in the NVIDIA control panel by 30%.
I left the Windows 10 HDR setting off since it washes out the color in desktop view and seemingly has no effect on the game.
Today I started Sekiro again and was able to set it to 4K without problem.
Even closing and restarting seem to work just fine.
So I'm hoping that this will help you as well.
This also worked for me. Thanks Raziel!
