What I did step by step
What Didn't Work (for me) :
1.) Followed nvidia control panel tweaks noted on front tech (Did Not Help)
2.) Messed with graphic settings (Did not Help)
3.) Restarted steam (Did Not Help)
4.) Restarted PC (Did Not Help)
5.) Multiple displays already turned off but I went ahead and physically unplugged 2nd monitor from gpu (Did Not Help)
6.) Check GPU driver (Up To Date)
7.) Check Windows Update - Last Updated on the 19th, 5 days ago, win. ver. 1803
8.) ♥♥♥♥ it, got frustrated, went to bed
9.) Woke up, found this thread, found the idea of a controller issue a good one to follow up on
What Worked (I Guess):
1.) Started up steam and Sekiro with controller unconnected and played around with mouse and Key - Eureka! microstutter/frame drops gone
2.) Plugged in controller in game after a handfull of minutes and still no stutter (though I did note that big picture didn't enable itself when I did)
3.) Restarted the game, this time with controller and big picture enabled, fully expecting the microstutter to present itself once again, but it did not

720p (was 1080p but changed it to try and fix the stuttering, which it didn't)
