My apologies. Mind telling me what controller you're using and what your issues are? That way I can edit my main post to include what the fix doesn't work on.

Not sure if this will help with your issue, but on first launch I couldn't get my xbox one controller working. I went into big picture mode, Sekiro in my library, controller config for the game (changed nothing), went back to the library and launched the game. It recognized it and then I exited the game, exited big picture mode, and relaunched Sekiro and it still recognized the controller.
I think of what I did, launching the game from big picture mode is what kicked it in the ass on detecting my controller, but put all steps in case it was something else.
I have so far booted the game 15 times, 8 in normal steam library, the rest in big picture.Controller will not work no matter what
Neat. Glad I was able to help someone out. Just took a quick break and decided to check the discussions. Seems a lot of people are still having issues. Sucks
