Weird CPU usage (or lack of) in this game, anybody else?

This is where I'm looking at: https://i.imgur.com/vLsOzHN.png

The game doesn't seem to properly use resources, when I look at busy scenes like this one it drops framerate weirdly. Dropping the resolution doesn't help so its most definitely a CPU issue.

Atleast thats what I thought, but then I found out it doesn't use my CPU at all, what in the world.

Anybody else with this weird issue?

If you have an Intel CPU and the game is running weird, you might want to try this.

Returned to the game 1 week later with new Nvidia drivers to see if my earlier reported FPS problems were fixed, unfortunately its a resounding negative. If anything they seem a little worse. Put it this way running this game on an i9 7960X with 64GB ram, 2 x Titan XP in SLI should not be producing FPS drops in the low 30's at 1080p! What is going on with this game? Whats weird is that it doesnt 'feel' like the normal kind of FPS drop you get with games. I cant explain it other than that, its weird. Does that make sense?
Turn Turbo boost 3.0 off in bios, it's a issue with intel HEDT platforms.

You should be looking at your GPU usage.

I see that now, what's the FPS when it's at 66%, and what res are you playing at?

1080p, no difference on fps if I play at lower, and 4k actually uses 100% even tho its 26-30 fps

What FPS are you dropping to when the GPU is at 66%.

You can see it on the top left of the first image, 46~ fps.

Yeah this thing is hella weird, it just doesn't want to use CPU at all, and there's no thermal throttling shenanigans going on either.

All cores seem to be running at 50%~, its not like one is at 100% while the rest do nothing.

Such a dissapointment, this could clearly run it well if it wanted, I don't understand what the ♥♥♥♥ was going on in From's development for such a thing to happen.

Alright, this is getting ridiculous.

800x600, low on all, 55 fps, what the ♥♥♥♥ dude, thats a 5 fps improvement, and low cpu usage.

Also bump.

I don't think thats the same issue I'm having, I'm pretty sure yours is a multi-monitor or gsync issue, it caps the game at 22 fps, so its like opening a notepad for you lol

So there's some things you guys could try?

In Nvidia control panel under 3d settings on the left, and program settings on the right, find sekiro.exe in the drop down. Change Power Management Mode to Prefer Maximum Performance, click Apply.

See if that helps.

I'm on AMD, I've tried to give sekiro.exe high priority on task manager and thats about it, no difference whatsoever.

Also this is CPU related, I don't know if Nvidia's control panel changes CPU stuff too.

How do you know it's CPU related just because the low usage? These games aren't very CPU intensive...
