Does it have a fast startup? No.
Does it have good horizontal hitboxes? No.
Does it help you apply burn? Not very much.
Do you get punished by its recovery frames if you make a misjudgment? Yes.
The more I play, the less impressed I am by it. Meanwhile, after comparing more than just the obvious numbers, I've come to the conclusion that even combat arts that cost emblems have their place if we ignore overtuned firecrackers which equate to a free charged attack at worst.
Sure, if you wanna minmax, you wouldn't even get some of the situational combat arts let alone the fancy stuff that has its own skill tree because you're saving up for the dragon mask, but you're probably just doing that to see how strong you can get without missing out on your favorite toys.
It was actually really useful for me beating the last boss, its multiple hits would lock the boss down into blocks for a second. Looks pretty nice too.
