If he still won't talk to you, don't worry. You can't get absolution in here like in DS, but there's another merchant like him who can sell all the stuff he does if you do a quest.
or does the other pot guy give you the item if you talk to him enough / buy him out?
The other guy does if you buy enough stuff.
The second pot noble you meet in the palace asks you to feed the carp with his special lure. If you do that, the noble in the past dies and the noble in Palace becomes a fish. He then starts selling both his and the other noble's inventory.
You don't need both baits
