Flower Bug?

I can't seem to find an answer to this. I've beaten the Giant Ape and I have even beaten Owl but Kuro keeps telling me to get the Flower to make the incense even though it's in my inventory.

Lotus of the Palace is the name of the item. I have all pieces and the Mortal Blade, can anyone help me so that I can progress further. Im not sure if this is a bug or if im missing something.

Try talking to Emma if she is there
Try interacting with the incense burner on the table if able.
I wouldn't know what else to try if neither of those work...

I've tried all of the above but nothing seems to trigger any kind of progression.

I reloaded the game and it worked.
