The way you start the fight is by praying at an altar.
So you’re not necessarily physically fighting a dragon in a cloud, but confronting the aspect of immortality you gained from the dragon blood in yourself.
In that case, it would make sense that the dragon you’re fighting is a reflection of you. You’re not fighting a literal dragon, just the dragon part of you.
Or it could just be that the Everblossom tree was the dragon all along and the branch that Owl cut off was his arm.

nope they have 2 arms just kill them and watch their corpse.
They are not missing their left arms, they are just hiding them so that whenever they actually attack with them the enemy is caught off guard.
